Where H 1129 and S 957 Stand in North Carolina

Deferred until 2027. Lawmakers wrapped up their regular session on August 6 with both bills still sitting in their Rules committees.

H 1129 ("Balcony Solar") was filed in the House on April 29, 2026 and referred to the House Committee on Rules, Calendar, and Operations on April 30. A matching Senate bill, S 957 ("Portable-Scale Solar Energy Devices"), was filed on April 30, 2026, passed first reading on May 4, and was referred to the Senate Committee on Rules and Operations of the Senate the same day. Neither ever got a hearing. The General Assembly adjourned its regular session on August 6, 2026 and set a handful of short return dates running to a final close on December 18, but those meetings are limited to a fixed list of business, such as veto overrides, appointments, and election matters, that does not cover a bill still waiting in committee. Both bills would need to be filed again when the new General Assembly convenes in 2027.
